Ok, I'm at a college using low and behold, a windows NT server running an NT domain. Now I could really care less about sharing files, but the thing I would like to be able to do is use the internet on my linux box instead of my roomates windows box.
What kind of steps would I have to go through to get this to work, if it is possible.

You might want to check with your school to see what instructions they give so you can give more information in your request. If you need to then

That's a good one. Our tech doesn't know anything about Linux and whether I can connect.

Well, how does your friend connect. Check out his tcp/ip settings. See if he obtains his ip address, what gateway he uses, DNS settings, subnet settings, and whether or not you have to have a certain type of hostname or not. That sort of thing.
Your school may have a place on their website with generic instructions on connecting to the school's network. You should be able to glean all the info you need there.

I know all the numbers of everything, I just don't know if I can log into a NT domain.

I don't think you have to login to a domain to use an internet connection. All you'll probably need is a gateway or a router. You can either set your system up as a router (this would mean that you would have to have it on for your friend to access the web) or you and your friend can spend a few bucks on a router (< $100 CAD) and you can both share the connection no problem.
