know that to assign an IP to an iterface you do:
ifconfig eth0 10.0.0.10
but i don't know what start up file to put this in
this is on a non-gui machine
I guess you using Redhat, so.. you can edit your /etc/rc.d/rc.local and add your ifconfig line there, and it will load when your system boots.

actually i found a curses based program that worked fine: /usr/sbin/netconfig

The file (RH) is /etc/sysconfig/network-scripts/ifcfg-etho

Well, almost... it's ifcfg-eth0, not ifcfg-etho.

not
/etc/sysconfig/network-scripts/ifcfg-etho
