I have redhat 7.3 running an apache webserver and for some reason it allows 50% of the users to access it and the other 50% get a 'cannot find server/dns' error. I'm not giving them the wrong IP address and its not set to filter out an IP's because i reinstalled it 2 or 3 times to make sure i didn't screw up. Its not browser compatibility because i brought one of the machines that couldn't look up the server over to my house and it was just fine. I've had plenty of people view it accross the internet so thats not the problem either. I'm baffled, some one please help.

Do half the users always get that when they try to request a file off your server or do people get that half the time?

Are these people on the same network as your server?

Seems like a dns issue you are having.....

The same people always cannot access it. And They're not on the same network.

something worth trying might be to log into your registrar's site and resubmit all the DNS settings. Maybe the last time you updated it there was a glytch and 1 or 2 or their nameservers didn't get updated properly.

If you know some of these people at the other network,
can you ask them to ping your ip-address and see if
it's responding.
( I assume here that you haven't turned off your ICMP echo in
your firewall settings)

If yes, then ask them if they can reach your web server using
the URL http://youripaddress

If that works, then there's an issue with DNS name resolution.

Contact your DNS admin to check that your entry's correct.
