RH security level

When i install my RH... i have set up the security level at high...
then when i try to change that to low or without firewall i cant.
I think there is other way todo it...

I cant access my RH from telnet or ftp.... how i know? i nmap to my RH... can any body hel me get out from this?

Any system-level setting changes must be made as root. Did you already try making changes as root?

yes of couse. i use redhat-configure-securitylevel.... some stuff like that. it need root password to use.

anyone know how to do it manually, what file i need to configure?
