Well, the thing about that is wherever KPPP is activated (desktop or taskbar) that area becomes inactive until the dialer program is disabled. This makes it necessary to be sure I start it from the desktop because everything I need access to is in the taskbar. I just had a thought that didn't work out. I considered that I have things configured so that application menu appears with a click and thought that may work now. Unfortunately, it does not. I was told that this may be related to the AUTO-CONFIGURE HOSTNAME..... but I checked this box and there was no change in the afore mentioned behavior. So I am back to square-one!
Also, KPPP will not be in the running programs list and needs to be shut off by unusual means. (unplugging the phone jack, whistling into the receiver for a period of time, pushing the buttons of the phone for some time).
This might or not be related: when multiple windows are open when the top window is moved it becomes the bottom (but it is still moveable until it is dropped). If a non-top level window is moved it acts naturally.
Another thing which 'might' be related is that when the desktop is inactive if a window is opened over a desktop icons, the portion that is covered disapears.
If this isn't related anyone know what to do?

I run Linux 2.4.18-17.7.x RedHat 7.3 under a KDE 3.0.0-10 GUI / machine # i586
