I want to install it on a computer with a 4 GB hard drive and Windows 98. Will a 2 GB partition be enough?

Depends on what you select to install.
I would think anywhere from 750mb to 3gb.
Check Mandrake's site for space requirements for each type of installation option. Minimal, Workstation, Full etc.
You should be able to do a custom/selective install and only select what you need.
