Apache Versioning?

Excuse this lame question... but I can't find the answer and it confuses me.. ;)

The 'latest' version of Apache is 1.3.19 (not counting version 2), yet why... do I see reference, sites running, 1.3.6, 1.3.9 etc... I can't figure it out... or find a definitive versioning list... Anyone enlighten me?

Are confused by the fact that the versions don't go something like 1.3.17 1.3.18 1.3.19 1.3.2, the last one would be 1.3.20
