I cant't start my dhcpd !!! whats wrong??

i tried the following:

touch /var/state/dhcp/dhcpd.leases
>nothinghappened

/usr/sbin/dhcpd
>Internet Server Consortium DHCP Server 2.0
can't open /etc/dhcpd.conf: no file or directory exiting.

what now?
