Group Policies in Linux

Greetings
Since i m migrating my office intranet from windows 2000 to RH 7.1; I want to know what is the substitute solution in linux similar to group policies in windows. I want to control the user access and restrict the desktop on nodes from central database on server in Linux.

Are you just changing the servers from win to linux?

If so, you can use Samba to act as a primary domain controller. If all of the machines will be running linux, you can use LDAP or NIS for authentication.
