I know this is old and I've used it for ages but I just thought I'd mention it for users who have to use windows at work but are used to using *nix with sloppy focus and would like this feature. I know this makes my windows experience alot easier!
tweakui (http://www.microsoft.com/ntworkstation/downloads/PowerToys/Networking/NTTweakUI.asp) can solve this.
