How does one use an rpm file? How do you install from an rpm? I have no idea what command you use. Or decompress it. From a command line it's not recognized as a file or dir. From a manager window I can double click into it but then what? No commads to run and double clicking an INSTALL file does nothing.

There's an NHF about basic rpm commands. Although it's in the distro specific section under RedHat it works on all rpm based distros. Check it out (http://www.linuxnewbie.org/nhf/intel/distros/redh/rpmcheat.html)
