WindowMaker And Docking

No matter how much I mess around with the docking settings in the window maker configuration utility I can't get program's icons to dock anywhere but vertically down the right of the screen or underneath the paper clip, I've seen things docked along the top of the screen in screenshots and would like to do that too but I don't want all my dock icons there only ones I put there (and keep the ones at the right.) I'd put them next to the clip, but when I do they're only visible in the current workspace.
What must I do to be able to dock at the top of the screen too?
