I have WM setup the way I want it (menus and such) for the root account. How can I transfer these settings to another user account?

What's the WM/DE that you are using?
There should be config files that you can simply copy to your user account and then change the owner and group recursively to that user. Then when you startx, all you need to do is to make sure that you have that WM/DE being started and you should be set. (Hopefully, you don't have anything pointing at the root directory or anything proprietary that is inaccessible to that user account.)
