in the /etc/X11/gdm/gdm.conf

[gui]
GtkRC=/path/to/gtkrc
MaxIconWidth=128
MaxIconHeight=128

on my system all the themes are installed in /usr/share/themes

so for example i use
[gui]
GtkRC=/usr/share/themes/Elegance/gtk/gtkrc
MaxIconWidth=128
MaxIconHeight=128

might be able to do this from a console:

export DISPLAY=:0
import -window root root.jpg
