Control Panel User Manager

In my linux book, and a previous release I had of Linux, there was a user manager as a part of the control center.

Is the option "enablable", or installable? Is there a command for viewing user rights etc..? And editing them?

I think you are talking about linuxconf. If you are using a nonRH distro, I'm not sure how usefull it would be.
