If you have a winbox then download NERO.
It has great directions on how to do make a bootable CD
I know you have already download them
but you can try LinuxISO (http://www.linuxiso.org/)
The ISO's are basicly the same as if you bought the package (with out the manuels)

Since SuSE does not allow free downloads of the Intel iso image versions of their distro (for obvious reasons), they make things a little harder for you so you can only do a ftp install.
You may be able to search around for instructions on how to setup the directory structure of the downloaded files to be able to create a bootable install cd from.

Do you mean that you downloaded all of the files from the ftp server? If you have a local copy of all the packages with the same directory structure (assuming you used wget or maybe something similar), you could install from your local directory.
Creat a boot disk and set up yast (the suse installer) to read from that dir, and you should be good to go.

I used wget -m to mirror one of the SuSE sites. Whenever I want to do a fresh install on another box I have it there. There are three floppy images you need to transfer to floppies. (bootdisk, modules, and modules2) Depending on which modules you need, you can prolly get away with just the bootdisk and modules2 which has the NIC modules.
