I have a creative modem PCI DI5655 that is suppose to be on com4,IRQ11,I/O 02E8h-02EFh
(found out from windows)
but Linux does not seem to be able to detect it automatically thus i tried to use setserial and wvdial to locate my modem but still i'm not able to detect my modem.
What can i do???

Try this:
setserial /dev/ttyS4 port 0xa400 irq 11
mdwatts

And this thread (http://www.linuxnewbie.org/cgi-bin/ubbcgi/ultimatebb.cgi?ubb=get_topic&f=2&t=007674) if the above suggestion does not help.
Is that a winmodem?

If my modem is a winmodem and have no linux support does that mean theres no way i will ever get my modem to work???

That is basically correct. Winmodems are horrible pieces of hardware used to make a quick buck at the expense of performance, damn them, damn them to hell.
But Creative Labs does make non-winmodems. Follow links on linmodems.org to find out if yours is the horrible beast known as the winmodem ;)
Edit: Sorry to say it, but according to this page http://www.idir.net/~gromitkc/20020605a.html , search for DI5655, you do indeed have a winmodem, one without linux drivers :(
