error installing festival

i tried installing festival 1.4.3 package, downloaded from debian.org on my debian 2.6.18. i started by installing the depencies libatspi, libxevi1, at-spi. when i tried to install libestools, festlex-poslex and other dependencies, using 'dpkg -i'. this is because i don't have an internet connection. when i tried intalling libestools i got the error message that it depends on festival. i installed festival but the message was 'cannot install festival because of dpendencies. every time i tried installing the dependencies i got the error 'festival not configured'. what can be doen to overcome this. what may be the possible reason?
