The answer is exactly what it says in the tin or as stated in the error message
You are only allowed to use an avatar within the size specified otherwise readers with slow computers will take ages to load your avatar in oder to read others text.

Furthermore, you need to have a certain number of posts to do so, IIRC it's five posts.
