my guess is you downloaded the netinstall cd and installed, and during the install debian could not properly connect to the internet to download the rest of the programs.
when you do get logged in, type ifconfig and see if you have a valid IP.
If you do, try this http://justlinux.com/forum/showthread.php?t=141246

yeah, it doesn't sound like you completed the installation...
did you follow along with this guy? http://www.osnews.com/story.php/2016/The-Very-Verbose-Debian-3.0-Installation-Walkthrough
And there won't be a gui until you install one with something like "apt-get install x-window-system"

Note that may be true now, but that isn't how things work in a typical Debian net install.
The way the Debian Net install works is that you boot the disk, the software automatically configures your internet connection with DHCP, you install the base system from the disk, and then you choose what software you want from the web to complete your installation. (that last part takes about 30-40 minutes with my DSL connection.)
Usually (i.e., when it works) in the course of Debian install you'll get a menu application called tasksel, which will offer you a choice of groups of packages, called "tasks" and the number one choice will be "Desktop" or maybe "Desktop System", and that the usual way to get a gui when installing Debian. (The defualt is Gnome)
Based on the information given, I think happybunny has the right diagnosis. You're not downloading the packages you should be downloading. Some possible explanations.
*You accidentally answered "No" when you were prompted to choose a server and download additional software
*The server you chose to download software is down.
*There's a problem with DHCP, which is supposed to set up internet connection for a new install (what kind of connection do you have?)
*Problem with your connection,
*Problem with your hardware.
You get the idea. Note that the article that Jefro gave you appears to be for an earlier version of Debian than what you'd ordinarily be using today, so expect there to be superficial differences.
Don't be fooled if you get a message that says: "Congratulations! You have installed Debian!" before you download any software. Techincally, that's true, but without software packages it's not the same thing as being finished.
Of course, we're all assuming that you're using a net install disk, if not you should let us know.
We can only guess at what your problem is, so we can't really tell you in any reliable way how to fix your system. I think you need to start the whole process over, and if it still doesn't work, see if you can identify the point where things go wrong.

Tasksel is fine for now...but when you're doing your 5th or 10th install, I've found it's better to install nothing with tasksel or dselect, but instead using apt after the install is complete and you've rebooted.

that sounds normal for a debian install...if you could have logged in you could've tried issuing the command "startx" and the gui would probably have started...oh well...
what kind of keyboard is it?
