mod_evasive log: should it appear in fuser output

I am running Apache 2.2 on FC4, and I have included, among other things, mod_security and mod_evasive. When I run 'fuser *' in my logs directory, I see that the httpd processes have open a number of log files, including the one for mod_security. However the mod_evasive log is not held open by any processes.

Does anyone have experience with this? Is this the expected observation?
