proxy failed while shutting down

hello everybody there,
I have recently encountred one eror in proxy, currently I am using redhat linux's squid proxy server. I regularly delete access.log, store.log and cache.log to work proxy properly.
But today my network didnt locate proxy server then I observe that proxy was not running , when I tried to restart server as "service squid restart" it shows an out put as service squid stopping..........failed
but service squid starting ..........ok

but still other pcs were failed to locate proxy setting.......

So any one can tell me reason for that or any solution to remove the error...................
