A PC like a normal telephone

Is there any program that let you use you machine like a normal telephone?

I mean, let supose that you don't have a normal telephone and then you plug your machine to the line and then with that program your can talk and answer incoming calls.

you see a difference? besides thats what modems have the line out port for, to hook your phone into
