Modem error message

I am using RH9 and have installed & configured an internal 33k modem, which went ok. The devices tab of the Network Config GUI shows the device as ppp0. The hardware tab description shows as a generic modem. When attempting to connect, I can hear the modem open the line but it does not dial. The error message states "Failed to activate ppp0 with error 8"
