Modem problems slackware 9.0

I tried the isapnp, pnpdump, and setserial. I setup both the serial.conf and the isapnp.conf. pnpdump shows and configures the modem. But it still shows it is busy. It comes out the 3e8 irq 4 and it uses 4 whether I change the jumper to irq 3 or 4. Everything finds it except when you try to use it. I still was checking for a lock file and nothing.

Does anyone have any idea I am going crazy not knowing?

Try disabling you on-board serial ports in the bios....

I disable both serial ports and it moved the modem to 2f8 irq 3. But it still says it is busy ttyS0-3 Any other ideas what is making me nuts is it works good in win 2000
