hmm, suse and redhat are the 2 distros i liked most, and i decided to use one of them but ...

what i care about (with my slow connection) is to get a copy of one of these 2 distros and then stick with it for a looooooonnnng time without upgrading (i cant download newer versions because of my slow connection, and i cant pay arround 100 bucks at each release).

so my question is which of these 2 distros offer best package upgrading system, and which of them doesnt need upgrading to the newest version each time ...

They both do as you CANNOT fully upgrade the entire distro by using the upgrade tools provided.

You will need to upgrade using the cd's (iso images).

It works the same for Windows as it does for Linux.
