Hi, I'm in the Navy and the only computers I can buy are Laptops. I want to run Linux, but when I checked on the Mandrake web site, there were no certified or tested laptops compatible with Mandrake. Does anyone have any opinions on which Laptop is the best to run Mandrake? Thanks for helping.

http://www.linux.org/hardware/laptop.html will give you a list of laptops known to run Linux. As to which is best, that's like asking which distribution of Linux is best. It's largely a matter of opinion.

I've had no problem with Dell Lattitudes and Linux...

IBM laptops are usually fine as well. Generally, most laptops should work.

A friend of mine has had good luck with linux and Sager laptops http://www.sagernotebook.com and my cousin picked up an Averatec at Best Buy that he's had no problems running Mandrake on.
