How to make transparent irc chat

This question isnt really about screenshots. What program is used to make the transparent chat room like in this screenshot: http://www3.telus.net/public/dale_d/ss1.html its one of Hayl's, so hopefully he could tell me, I've seen others with something similar.

That's irssi (www.irssi.org) in a transparent terminal, aterm/Eterm.

that thing is ugly
but whats the linuxbox thing or whatever on the right side of the desktop? everyone seems to have one similar to that on their screenshot and i don't even know what it is
