adding citys under countries in /usr/share/zoneinfo

Hi everyone

Im new to this .... plse help if you can.

I want to create a new zone under /usr/share/zoneinfo but there is no editor availeble to edit or open the existing citys in /usr/share/zoneinfo/africa/

Do anyone have a idea on what programe would be able to open these files. the properties of these files show
application/octet-stream for the mime-type
