Ok, I have Linux RH7.1 installed on an older Gateway. The install went very smooth and detected everything during install. However, I want to upgrade my install to RH9. I downloaded the 3 *.iso images onto my Windows XP computer. I can burn them onto discs, however, my question is can I boot from an *.iso image to start installation? I read that I just need to boot from a RH9 disc and choose upgrade current installation. If I can't is that a limitation of the CDROM...software...or something else?

As long as the CDs were burned correctly, you should be able to boot from the first disk and start the upgrade.

The ISO is an image of a disk, once the disk is burned to a CD there should be files and directories on the disk. If there is only an ISO on the CD, it will not work.

Most CD burning software has an option somewhere to "make CD from image" or something like that.
